GJKKO punishes officials and realtors for car license corruption.

The verdict on the 25 individuals who are held accountable for ‘corruption’ has been handed down by the Special Court of First Instance for Corruption and Organized Crime (GJKKO).

They are accused of collecting certain amounts of money in exchange for receiving traffic licenses that had been suspended after they had been suspended.

Four law enforcement personnel, nine mediators, and twelve general public drivers are among the defendants in this case.

They were accused of the following four offenses: “Abuse of duty” , “Passive corruption of persons exercising public functions” , “Active corruption of persons exercising public functions” in addition to “Exercise of illegal influence on persons exercising public functions” .

A request was submitted to the court on October 23, 2023, by the Special Prosecution against Corruption and Organized Crime. The request was made with the intention of sending the criminal case against the defendants Alkid Ndreu, Elio Picoku, Amarildo Lika, Lidian Broshka, Evisjon Salku, Revi Osmani, Gianfrate (Beqiri), Renato Meūuli, Ervis Dakolli, and Vilson Delia for trial.

At this particular trial, the rules of an abbreviated trial were followed throughout the proceedings. At the conclusion of the trial, the Special Court of First Instance for Corruption and Organized Crime, which was comprised of judges Rudina Palloi, Irena Gjoka, and Erjon Bani, issued a ruling with the number Act 37/120, dated March 13, 2024, which stated:

According to the declaration of not guilty that was made by the defendant Alkid Ndreu, who was accused of committing the criminal offense of “Passive corruption of persons exercising public functions” (in the case of the citizen Spiro Tore), which was provided by article 259, page 2 of the Criminal Code, in reference to article 388, point 1 of the Penal Code.

A declaration of not guilty was made by the defendant Alkid Ndreu, who was accused of committing the criminal offense of “Passive corruption of persons exercising public functions” (in the case of the citizen Lidian Broshka). This declaration was made in accordance with article 259, page 1 of the Criminal Code, with reference to article 388, point 1 of the Penal Code.

Alkid Ndreu, the defendant, entered a guilty plea for the criminal offense of “Abuse of duty,” which is outlined in Article 248 of the Criminal Code. He was sentenced to two years in jail for his participation in the offense.

As a result of the application of Article 406/1 of the Code of Criminal Procedure, the sentence of the defendant Alkid Ndreu is reduced by one third, resulting in the defendant being sentenced to one year and four months of imprisonment.

It is established that the security measure “Arrest in prison,” which is provided by article 238 of the Code of Criminal Procedure, was assigned to the defendant Alkid Ndreu with decision no. 11, dated 17.02.2023 of the Special Court of First Instance for Corruption and Organized Crime. This decision was made based on articles 261 and 389 of the Code of Criminal Procedure.

It has been ordered that the defendant Alkid Ndreu be released from detention without delay, unless he is being held because of another ruling.

In accordance with Article 35 of the Criminal Code, the defendant Alkid Ndreu has been deprived of the right to perform public functions for a term of about five years.

Elio Picoku, the defendant, entered a guilty plea for the criminal offense of “Exercising illegal influence on persons exercising public functions” (in the case of the citizen Lidian Broshka), under the provisions of article 245/1 page 3, and he was sentenced to six months in jail as a result of his guilty plea.

The defendant Altin Koci has entered a guilty plea for the criminal offense of “Exercising illegal influence on persons exercising public functions,” which was committed in cooperation. This offense is provided by article 245/1 page 1 in relation to article 25 of the Criminal Code, and the defendant has been sentenced to six months in prison for his actions.

In accordance with Article 59 of the Criminal Code, it is ordered that the execution of the prison sentence be suspended and that the defendant Altin Koci be placed on probation for a period of eight months. This is subject to the condition that the defendant does not commit any additional criminal offenses during the probationary period and that he maintains contact with the Probation Service that covers his place of residence beginning on the day that this decision is announced.

Sefer Gianfrate (Beqiri), the defendant, entered a guilty plea for the criminal offense of “Exercising illegal influence on persons exercising public functions,” which was committed in collaboration. The criminal offense was provided by article 245/1 page 1 in relation to article 25 of the Criminal Code, and the defendant was sentenced to six months in prison for his actions.

In accordance with the provisions of article 245/1 page 4 of the Criminal Code, the defendant Elio Picoku has entered a guilty plea for the criminal offense of “Exercising illegal influence on persons exercising public functions” (in the case of the citizen Spiro Tore). He has been sentenced to two years in prison for his actions.

The guilty plea of the defendant Elio Picoku, for committing the criminal offense “Exercising illegal influence on persons exercising public functions”, (in the case of the citizen Revi Osmani), provided by article 245/1, pg. 3 of the Criminal Code and his sentence of 6 (six) months of imprisonment.

It has been decided by the Special Court of First Instance for Corruption and Organized Crime that the 25 individuals who are accused of corruption would receive the benefit of traffic licenses that were previously suspended in exchange for their participation in the scheme.

Four law enforcement personnel, nine mediators, and twelve general public drivers are among the defendants in this case.
