He challenges the US and will negotiate with one person: “We are ready”

On television for over four hours, the Russian leader reviewed the nation’s 2024 agenda.

Vladimir Putin closed the year with a four-hour televised conference with the nation, optimistic, defiant, and well-staged. He reviewed the entire agenda. The event focused on Russia’s wars, its economy, and a threat to the historical enemy.

A spirit-boosting conference. In Russia, the event was called “Results of the Year with Vladimir Putin” and closed the information year. Putin answered questions from regional journalists, war bloggers, and citizens in addition to speaking about the events.

The president, always optimistic, highlighted military advances, especially in Ukraine and Syria, saying the Russian army is achieving all its goals in a “special military operation.” Russian leader claims daily gains and “palpable” frontline change.

No Zelensky, “maybe” Trump. Putin reiterated that he would not negotiate with Ukrainian President Volodymyr Zelensky’s government. However, the Russian leader offered to negotiate under certain conditions. Ukraine becomes neutral, does not join NATO, reduces its military capacity, and the West lifts sanctions against Russia.

Putin also rejected an immediate ceasefire and demanded “long-term guarantees.” Ukraine and its allies quickly denounced these conditions as maximalist and unacceptable. Putin did say he would meet Donald Trump to discuss peace proposals from the next US administration.

The Russian economy. Additional issues discussed. He admitted that the prolonged invasion is hurting the Russian economy. In October, the Russian Central Bank raised interest rates to a record 21% due to 9.3% annual inflation.

Putin called these numbers “alarming” but said real wages and disposable income have grown, making the economy “stable and secure overall”.

Nuclear stature. The Kremlin leader emphasised the update of the Russian nuclear doctrine we discussed a few weeks ago, allowing preemptive strikes against significant threats, including conventional ones backed by nuclear powers. He again cited his Oreshnik ballistic missile as a Russian military option.

Missile fight. Then, in a defiant tone, Putin proposed a “missile duel” with the US in Ukraine to test the new Russian Oreshnik hypersonic missiles against American defence systems. The statements confirm this more aggressive policy and boost Russian military strength.

The proposal was immediately criticised, especially by Zelensky, who called it irrational. Putin proposes a game where both sides choose an enclave and American missiles defend it against the Russians. “We are ready for such an experiment,” Putin said.The issue is Oreshnik. We reported on it when the missile’s appearance was known. A hypothetical “missile duel” as Putin suggests should define it to escalate. The true capacity of Oreshnik, a hybrid combat aircraft, has never been disclosed by Russia.

Putin said the missile was fired at Dnipro on Nov. 21 in response to Ukraine’s first use of U.S. ATACM and British Storm Shadow ballistic missiles to strike Russia with Western permission.

Design and origin. Analysts who recovered the launched missile believe Oreshnik is an intermediate-range ballistic missile based on the RS-26 Rubezh ICBM, which was discontinued in 2018 but partially revived by the Pentagon. Oreshnik’s maximum range is 5,500 kilometres, enough to cover most of Europe but less than Rubezh’s global range.

Physical differences like a smaller diameter suggest adaptations for closer targets. This is theoretical, but the Moscow Institute of Thermal Technology developed the solid-fuel, mobile, intermediate-range ballistic missile RS-26 in 2008. It was about 12 meters long and 1.8 meters wide, derived from the RS-24 Yars. Light payloads limited it to intermediate ranges with nuclear or conventional warheads, but it reached intercontinental ranges in tests. Based on this, we can understand Oreshnik’s scope.
